What is eating my hop leaves?

First time hop grower. Went out today and the bottom most leaves have holes in them and browning on the periphery of the leaf. Any idea for treatment?

If you look on the underside of the leaves and see little yellow sliver size insects, it may be leafhopper damage. I’ve had them before and sprayed with neem oil to get rid of them.
