So I'm planning to brew the attached recipe three weeks. My question is, would WLP001 be a suitable yeast? The reason I ask is that I will have fresh 001 slurry and it would save me having to buy more scotch ale yeast and make a huge starter.

I don't see why not. I'm not familiar with the style, but the yeast (WLP001) is high tolerant to high ABV beers, it's neutral to let malt and hops shine. I will probably be using it when I make a Barleywine this spring.
heavy Scottish ales are some of my favorite beers, and I would say it will work great. Most of the flavor from a scotch is from the kettle carmelization (spelling). Use a long boil 90-120 mins and enjoy.
