I'm new to brewing and was wondering is it ok to use tap water for brewing does it affect the taste or quality at all and if its ok to use?
 
If your tap water tastes good then it's good enough to use.

Most places give you an annual printout of your towns water chemical composition. See if you can get one to see if your minerals are good.:D

If your water smells ok and tastes ok, use it. Until you start doing all grain, water chemistry doesn't really matter much. About the only exception is Pilsners, they require very soft, low mineral content water.

The taste of your tap water is what gives your beer some of its character. Feel free to use as long as you feel it is free from contaminants.
 
Also,
Removing the chlorine from the water will improve the finished product. You can carbon filter it or boil to remove chlorine.
