I have a healthy Vermont Ale (Yeast Bay) yeast cake from a recent Heady Topper batch.

Looking for feedback on brewing a Pliny clone w/the Vermont Ale yeast vs. the standard strain of Chico/WLP001.

Go for it, it's going to be a different profile and more fruity/estery and will most likely attenuate more so take that for what it's worth with your mash profile and recipe. Will also probably be pretty tasty.

I may follow the same process for Pliny as Heady. One healthy bittering charge @ 60 minutes, the a dose @ flameout, then again @ 180F.

This seems to be a great way to get flavor and aroma in the beer.

Rack & keg then two rounds of dry hops.
