Had to take a life break
for three years and I was wondering if my mash paddle , hung on my bedroom wall the whole time was just a hot boil away from mash time or should I clean it with... Something to sanitize it?

You don't want to clean wooden paddles with anything but boiling water. Anything else will soak into the wood quickly, and only leach back out slowly, into batch after batch of wort. Boiling water will kill any nasties and also remove any surface grime. Welcome back to brewing!

I wouldn't even bother with boiling water. I would just scrub it with a sponge or brush in hot tap water. No need to sanitize unless for some reason you use it after the boil.
