Has anyone tried using an immersion chiller as a counter flow chiller by placing the chiller in a bucket full of ice water and running the wort threw the inside of the chiller while stirring the ice water in the opposite direction?

I do this in the summer, sort of, I use my IC as a pre chiller for the in flow water to my CFC.

Technically it's not a counter flow as there is no cold flow opposite the hot but I don't see why it wouldn't work, just not sure you'd really gain anything as there is still no active displacement of the warmed water surrounding the IC. You would still need to stir

I don't think that would work well at all.

You could straighten it out, slide into a hose, add the end fittings and viola, you have a real immersion chiller.
