I found an old 5 gallon glass carboy down in the barn at my folks farm. It's full of dust, insects, etc, which I know I can clean... the problem is, I don't know what the heck has been in there. It could have been herbicide.

Is is safe to use the carboy, or should I toss it? If it is safe, what is the best way to clean it?

Having worked in agriculture for quite a few years, I would never try to reuse a container that may have contained herbicide.

Some herbicides use petroleum/plant oil based components. You will not get that out with bleach. Depending on the herbicide, you may have no effects, go sterile, or just die. I just wouldn't do it. Buy a new one.
 
My dad doesn't know. He picked it up years ago and it had been used (for unknown substances) already at that point.
