Can you control the flow with type-l ball valves or is it on/off out port 1 or two?

I would like to attach a type-l to the output of my pump to control the flow rate to my recirculation and then to the chiller.

I have a three-way valve that I want to put on my system. It has an L type hole in the ball valve. Because of this, it will direct the flow to either Point A or Point B. It is a valve that diverter valve, and it cannot be used to control the amount of flow. However, you can control the amount of flow if you have a regular ball valve prior to the diverter valve.
Also, you might check online to see what the various options are for diverter valves. Some have Position 1, Position, and OFF as options.
