Trouble with ferment room heater

I have my ferment room heated and air conditioned, and the whole thing running on an ebay temp controller. I have my temp probe against the side of the carboy with layers of bubble wrap over it. The cooling side is working fine but the heat side keeps shutting off....not the temp controller but the heater itself. The safety switch shuts it off before it gets the carboy temp back up to fermentation temps. I had kind of the same issue with my kegerator and solved it by hanging the probe in the air and maintaining the ambient temp. However I have been told this will not work with active fermentation. I have tried to find a heater without the safety override but no luck....Can I just hang the probe in the air and keep the ambient steady, and if so what is the best compromise ambient temp for ales. I figured 60 degrees that way active ferment even really going crazy should still be within the ideal range for most ale yeasts...any ideas or first hand knowledge would really be appreciated.
