I have a keg that is driving me NUTS!!!

The in post works just fine. The out post is the issue. Its unlike any other keg I own. Most outs have a dip tube and a rubber gasket then the poppet and the post fitting.

But this one has a little plastic insert that fits inside the post fitting between the dip tube and the poppet. When I try to pressurize and draw beer I get about an ounce of beer, and then it stops flowing completely.

I have checked the dip tube and it is clear. The poppet appears to be the correct size and style.

Any ideas?
