I usually try and add as much water to make the five gallon batch as possible.

However most of the time when I go to transfer from the primary/ secondary to the bottling bucket there is a little brew left in the bucket as to avoid getting all the yeast in the bottle. Since it would be under 5 gallons do I have to adjust the priming sugar ratio and actually add less since it would be under 5 gallons?
 
The easy answer.. For a average volume of Co2 is 1 oz of priming sugar per gallon of beer going into the bottle.
