I brewed a batch of Toad Spit Stout on 23 Jan. It's been in the primary for 3 weeks. From what I've read, the longer a stout sits on the yeast cake, the better. I've also read that stouts can take longer than normal to carb up.

I've hit the decision making point. If I bottle today, the beer would be in the primary for 3 weeks and have 4 weeks to bottle condition. If I wait until next week, it'll have 4 weeks in the primary and 3 weeks to bottle condition.

Which situation would puts the odds best in my favor? I want the beer to taste the best it can, but I can't risk it not being fully carbed on 17 Mar.
 
If your sure it's reached FG....Then I would bottle away. Stouts are notorious for taking a bit longer to carb, so you should get to it.
