I do not understand why you made white wheat well over 90% of your fermentables for a stout. That recipe looks to be for a dark wheat beer. I would definitely substitute all of that white wheat for 5 lbs pale 2 row and 4 lbs Maris Otter.
 
I have to say the recipe as shown would be pretty novel for a "stout" (euphemism alert ;))
I am also curious where this came from.

fwiw, I use 8 ounces of rice hulls for 10 gallon batches of wheat beers...

That recipe might actually make something interesting minus the rice hull explosion. Wheat stout? I'm intrigued, but for an American Stout it doesn't touch on any of the standard practices. Just depends what you want. Google translate says: Schwarzes weizenbier

You should add Midnight Wheat!
