Subbing bittering hop

Are bittering hops (with certain exceptions such as chinook) generally interchangeable? If I sub in a bittering hop am I just looking to match up IBUs?

Specifically I'm out of northern brewer, my go to bittering hops for a stout. Can I sub in say cascade with no effect on taste?

Is there any situation where you cannot freely sub bittering hops?
 
It's probably a very negligible difference. I sub all hops all the time for whatever I have around that's close to the original (Willamette for English hops, one C hop for another). I also tend to get a bitter hop like Phoenix to use in all English Ales.
