If 50% is an accurate figure here it has to include kids under 18 who don't have jobs and they can't vote. If 50% of people who can vote don't pay taxes, I must only know people in the upper crust of society.
I dunno, are more than 50% of adults employed? Tax payer needs to be defined as employed and earning enough to actually pay taxes. My house is 50% tax payer... my wife is a stay at home mom, so only one adult in my home pays taxes.
