I am brewing a stout-beginning SG was 1.052 and after a week, dropped to only 1.030 with a completely stopped fermentation. Bubbling of ANY kind stopped after day 3.
I am wondering if I should transfer to 2nd ....or try to re-start the fermentation to drop the SG lower than .030.

And...if restart--- how do I go about doing this while still in primary?

Take your long plastic spoon or mash paddle, sanatize the handle and put it into the carboy and stir the yeast. Just dont stir fast to oxiginate it. I assume your have carboys, if ya have buckets it makes it easier.
 
What yeast, what temperature?

1.030 is way high, but it could still be going slowly. Are you using a bucket? all you need is a small leak and, although it may still be going, the airlock would not show any activity as it slows down.
