When steeping grain how much water should be used? I have heard use the same amount of water that you are going to boil and I have heard to use 1 gal of water for every 1 pound of grain.

Use 1.25 to 2 quarts of water per pound of grain. It's not strictly necessary to do that, but if you have some base grains in there, it'll be a mash and convert them. It's a good habit to get into, to make partial mashing easier.
