Steeped hops, got murky mess

After boiling I brought temp down to 170, added hops, and steeped at 170 for 45 minutes. Then I put my immersion chiller in and was able to very quickly cool and pitch.

This is the first time I tried adding hops after the boil. I got no cold break whatsoever, never had this problem. Is this normal?

I say steeping, because while I stirred occasionally, I don't have any sort of fancier whirlpool setup.

Another question, I am right that this isn't a big problem? Maybe some chill haze and a slightly less stable beer?
 
I'd say no problem. Ferment for 3 weeks and most of the trub will settle out. Cold crash and enjoy clear beer.

Thanks much. Any ideas why this happened? Maybe in the future I'll try to get some whirlpool action going somehow.
