STC-1000 help

I've wired up an STC-1000. Seems pretty straight forward. Powers up fine, displays temps etc. I have a receptical wired only for cooling. I can hear the relay click when it hits the temp but nothing happens. No power to the cooling leads ( I checked with a meter right at the controller connections too).
The delay is set to "3". I assume this is 3 minutes. I've waited well over 3 minutes and nothing.
i must be missing something obvious here. Any thoughts? Anyone else had this issue?

Is the cooling indicator blinking our is it steady when you are testing for voltage? Can you post a pic of your wiring configuration?

If those both check out OK you have to realize these are cheap Chinese units and a DOA can happen occasionally.

Got it working. Had forgot to tie the hot directly to the receptical. Doh!
