Starting your steep of grains in cool water??

I read on a thread for a different topic on now how someone steeped their specialty grains in a different method I never heard of. there were no comments to it so I wanted to pose one direct to it.

The method was dunking the grains in cool water and bringing them up to the 170 degree and pulling them. Is this a viable method? I have a pretty good burner that can bring to 2.5 gal of water to that temperature in probably 15 minutes. Is that enough time to steep?
 
I think it would not be a great idea. Think about it, the bottom of the kettle might be about 20 degrees higher since its closer to the burner... You can try and see how it goes! Ill leave this to others if they have anything to add.

I do BIAB brewing. I treat my specialty grains the same as I do the rest of the grains. They get mashed with everything else. It might not be ideal, but it works for me.
