I always make a starter when I do my homebrew (stir plate) since I use liquid yeasts. I am planning on making my first mead and have read the complete meadmaker and it says to use a one liter starter with llavin d-47 which is a dry yeast. In my experience you should not make a starter with dry yeast. Should I make a starter as described in the book (which it says is for liquid yeast only) or just pitch the one packet of yeast for my medium mead?

While it never hurts to make a starter if you're comfortable doing it, when using dry yeast it isn't necessary. If you rehydrate them properly, you'll have an adequate cell count to pitch without taking the time for a starter. Generally a 5-gram packet is fine for 5-gallon batches with a normal gravity. For high gravity batches (above 1.130) I recommend using a larger pitch with a least 2 packets.
