Spa Panel with Flush Mount Outlet

Hey all,

I seem to be missing something terribly obvious. I have seen many people with a flush mounted outlet on the front of their spa panel...but the panel comes with no such hole. While obvious to most...how exactly are you guys making that hole? Step Bit (too small?) Punch?
