Hello, I have had this issue once before and am curious what this stuff is. I always rinse it my bottles after I pour out the beer and immediately place them on my bottle tree. Before I bottle my beer, I usually only sanitize them and not use 5 star pbw unless I can visually see an issue like that picture shown or any other types of sediment.

The last time I had this issue, many of the beers that had the sediment on the side of the bottles seemed to taste funny and also were over carbonated.

So if I understand you correctly you are only rinsing after emptying the contents then putting them on the bottle tree to dry. When you refill the bottle you sanitize then fill and cap correct?

I noticed a layer of film that built up on the bottom of my bottles before I started doing this:
I have this cleaning solution I mix up in a large bottle and place under the sink. It is just water and Oxy-clean. After I empty a bottle I rinse it thoroughly and then pour about 1/4 inch of the cleaning solution into each bottle. I let them sit on the counter until I get about a dozen. I then use a bottle brush attached to a cordless drill to scrub each bottle. Then into the dishwasher they go. I choose the power wash setting and also use the sanitize feature. When finished they all go into storage upside down until bottling day. Before I fill them I sanitized them all for at least a minute each then put them on the bottling tree to dry. If I start sanitizing bottles right after I set the bottling sugar/water solution on the stove to boil I am usually finished in about 30-40 minutes.

No weird stuff floating around in my bottles now... no weird tastes ( ;
 
Yes, that's exactly what I do.

I bottled a oktoberfest that I used nottingham yeast in and I'm wondering if it's the yeast that is sticking to the sides. This is the second time this happened but this time there wasn't a weird taste or over carbonation which is a relief.

Attaching the bottle brush to your drill is genious. I'm going to steal that idea.
