I beleive the kegerator is balanced. 6 1/2 foot supply line, 12 psi CO2, and pale ale in the keg. I still must first run a small amount of brew into the glass, which is mostly foam, and consume it prior to immediately pouring a fairly normal pint. The exterior part of the tap is warm on the first draw since the fridge is stored in the garage in the sunbelt. Is that my problem? Any other solutions?
 
I think you hit it right one the nose. The beer in the warm part of the line is probably degassing and causing th excess foam. If you had a way to force cold air up into the tap system that would work. I have a very similar problem with my converted dorm fridge kegerator
 
I've read that some folks here use 1/4 inch line and fittings. I wonder if it really makes a difference? I'm not kegging, so I don't know.
 
I use 6' of 1/4" line at 12 psi. I have the same "first pour foam" issue because my aftermarket keg tower is a little bit too tall for my wimpy kegerator (Haier) to cool. I'm considering using a CPU fan with a duct (empty paper towel roll) to force cold air into the keg tower.
