What exactly is it that takes an ipa to a double ipa? Is it more of the specific hops or the same amount but brewed for longer or is it a completely different kind of hop all togethe . Thanks I'm advance!

the BJCP guidelines can enlighten you further, but generally it's more of everything: ABV, IBU, aroma. there's no rule that says that the color has to be darker. i tend to find that the best double IPA's have a punch in the face aroma, but the alcohol makes the bitterness not as noticeable. Dorado by Ballast Point used to be my favorite example (ya know, until they sold out...)

According to the BJCP, a double is a jacked up IPA, with the primary metrics being ABV (7.5-10% vs 5.5-7.5%) and IBUs (60-120 vs 40-70).
A double is virtually indistinguishable from an Imperial IPA in BJCP World...

Cheers!
