It is a porter I made with Nottingham, been in the carboy a month and over the last week this formed on top.

You should be fine racking from underneath the pellicle that is forming. If this is an infection, the alcohol content of your beer should keep the bacteria at bay. Just dont try to agitate it too much when racking to your bottling bucket.
 
your beer looks infected and it will stay that way, the alcohol won't bother the souring bugs. it may or may not taste good to you if you go ahead and bottle/keg but if you decide to bottle you have to be sure the souring bugs have gotten down to their final gravity to avoid bottle bombs. a sour porter with cherries added after a year or so is tasty, or has been for me anyway.
