No. You can add sugar in the fermenter without any problems. Just boil it first and be prepared to wait a little longer since it will kick off a second fermentation (or extend an active one). As for lowering SG, you could boil some water and add it to dilute but you will be diluting the flavor as well as the SG.
 
If you don't want to boil sugar water, another alternative is to dilute some store-bought pasteurized honey in some warm filtered water.
About four ounces of clover honey will add approximately 10 points of gravity and bump your alcohol content by one percent per gallon. If you were doing a gallon batch and your SG was 1.050, four ounces of honey would get you near 1.060.
