Does a secondary fermenter need an airlock or blow off? Assuming I'm able to know for sure that fermentation has stopped, is it necessary or can just use a bung? I'm assuming an airlock or blow off is a best practice, but do most people do it?
 
throw an airlock in there, but you won't need a blow off. fermentation should be done by the time you transfer to secondary
 
I would go with an airlock for sure. The yeast are still going to be active converting some of the compounds they created in earlier stages of fermentation. It won't produce a lot of gas, but no reason to risk it...
