Sorry for another scoby mold post but I am not sure if this is indeed mold and seeing that I am building it from scratch and it seems still really small, should I dump it all out and try again or is it still salvageable?

It does look suspicious for mold, but the photo isn't sharp enough to tell.

If you look at it up close, is it fuzzy?
 
Ok that is what i tought, but seeing that i was trying to form a starter, can this liquid be used again to form a new one or it's just to dump everything?
 
Mold is allergenic and can produce toxins and/or carcinogens... Since mold forms strands (filaments) that reach outwards and especially since kombucha is liquid, these allergens/toxins would be distributed throughout the kombucha.

Therefore it's better to just dump it and try again; avoid the health risk.
