I scaled a simple IPA recipe from 5 gallons to 10 gallons and my OG shot up from 1.065 to 1.071. Beersmith provided the scaling, should i have expected my OG to remain consistent?

I don't use Beersmith, but I would definitely expect the same OG. Maybe you entered something wrong - extract, specialty grains, water volume? If this is a full boil, maybe you're getting different boil-off, so different volume post boil.

what equipment profile are you using?
if the selected equipment profile isn't capable of a full boil at 10g batch size (typically 12-13.5 g preboil) then BeearSmith assumes youre gonna do some partial boil and top up shenanigans and adjusts your outputs accordingly

long story short, spend sometime and customize the equipment profile to match your setup

If you did a partial boil on either one then I'd suspect stratification of the wort when mixing with water. Depending on where you pulled the sample it could read high or low.
