Regulator turned off.. reads 5psi?

My CO2 tank is in the fridge, and even with the regulator turned off, it's reading 5psi. I'm assuming this is a gauge issue.. any fix for this?

i believe c02 just gets trapped in the regulator, unhook it from keg, close tank valve and open regulator valve/outlet and it should release that pressure and drop to zero.
