Looks like a nice recipe. you might be able to save some time on brewday by steeping that C60 for just 20 minutes.

In an American Amber, I like a little hop aroma. I'd personally drop an ounce of Cascade in as a 5 minute addition. That's enough to give you a bit of flavor, but nowhere near what you'd fine in an APA, so should remain well balanced.

You mean an additional ounce at 5 minutes?

I'd add half of you're extract late in the boil (lighter color, less twang, better hop utilization), move the perle to 60mins and the cascade to 10mins. a 45min hop addition is kinda a waste, it adds no flavor/aroma.

I don't think this will have enough hop flavor or aroma. With hop additions at 60 and 45 minutes you're really only going to add bitterness - I don't think you need both (just adjust the amount at 60 to hit your target IBUs. I would consider adding a flavor addition around 20 or 15 minutes and an aroma addition sometime around 5 minutes or less. Also, I think it is a waste to use cascade hops for bittering. They are much more suitable for flavor/aroma.
