So I'm going for a clone of Anderson Valley's Hop Ottin' IPA. It's supposed to be right around 7% and 79 IBUs. Hoping this gets me close. Any suggestions would be appreciated.

Initially thought you were going a little too sweet w/ all the crystal, munich and the LME(which may have carapils in it), but after reading the reviews, it looks like it is a sweet IPA.
If you are very certain that you want a VERY sweet IPA, then the recipe will fill that bill, but be aware that the gravity will probably end ~ 1.022-1.025. There are a lot of unfermentables in your recipe.
 
It is a sweet IPA, however not extremely sweet. What should I change in my recipe to not make it so sweet? Should I just add more hops? If so, where?
 
Cara-pils is mainly to add body and head retention without affecting flavor and color. There's already enough other non-fermentables in there to give you the body and head retention.

The only time I've used cara-pils is for my wit recipe as the only specialty grain in order to get some head retention and body as it was thinned out with honey to keep the color down.
