Question on hop addition during steep

Hi,

I'm brewing a kit that has a quarter ounce hop addition during the pre-boil steep. A few brews back I built a two-gallon mash tun that I now use for partial-mashes and steeping.

For steeping, I heat my full boil volume to the steep temperature, drain a gallon of water into the mash tun, steep and drain back into the kettle.

Following that process, should I add the hops to the mash tun or the remaining kettle water? I bag my hops, and I assume the steep hops should remain in for the entire boil, so putting them in the kettle would be easier and cleaner.

I would add them in the kettle after you remove your steeping grains. It sounds like First Wort Hopping to me.
