Question about carbing before switching over to beer gas

I have yoopers oatmeal stout that's been sitting at 6-7psi 36-38*F for about 7 days. Should it foam at all if I pour a sample from a party tap at this point?

I've only kegged a few beers, and up to this point I've set them at 30psi for 36 hours to speed up the carb before moving to 10-11psi. This is the first time I've done a set-it-and-forget-it method. So, I'm not sure how long it should really take. On top of that, I'm not sure what 2.0 volumes of carb really looks like.

I wanted to make sure I'm carbed before switching to the beer gas, but it doesn't have a head at all. Might I be there still?
