Priming problem - little carbonation

I'm hoping someone can provide some ideas on how to rescue this beer. I brewed an IPA (extract) a couple months ago and believe I made a mistake in measuring the DME for priming 5 gallons. After bottling I waited three weeks before opening the first bottle only to discover it was flat. I waited another three weeks to find the same results......a very slight amount of carbonation.

any ideas on how to fix this carbonation problem is welcomed. I have considered opening the bottles and dropping in carbonation drops in each. Any suggestions or techniques?

Chill the bottles first and you've already got the solution! Use new caps. You might consider adding a pinch of dried ale yeast at the same time, just in case the yeast are dead. Nottingham will not change the flavor at all.
