When getting all the hoppiness from post boil how many ounces per gallon should I use.
I'm going to be doing a two gallon test batch of IPA (1.065ish) with no boil.
 
It depends on the hops really and their alpha acids %. But somewhere around 1 oz per gallons should be OK. I've went up to 9 oz in the kettle for a whirlpool. The total amount of wort in the kettle was around 7 gallons.
 
I'm planning on brewing MACC IPA on my day off friday. That uses about 7.5oz in the boil and 4.5oz in the dry hop. I rounded up and went to 6oz in the dry hop. I've been very happy from 2oz in a Falconer's Flight IPA I made last spring and besides an NEIPA I attempted, this will be the most I've used in dry hopping.
 
It really depends on when (at which temperature) you add the hops due to alpha acid-extraction, and which kind of hop. Some hops are more bang, others are less.

IMO the easiest way is to add bittering hops, and then WP the post boil hops at a temperature which gives less or no bitterness at all.
 
The OP stated no boil.

Are you going to heat the wort at all? If not you will get very little bittering from the hops.
Yes. I plan to heat two quarts of water to near boiling, mix in some dme, add some hops and let them steep for 30 minutes. Then I'll mix in the rest of the dme add cold water and pitch the yeast. After a couple weeks I'll dry hop for a week then bottle.
