Does Omega OXL-071 Lutra require a starter for a 5 gallon brew of an Octoberfest?
Briess Pilsen malt 5.5 lb
Briess Ashburne Mild Malt5 lb
Briess Bonlander Munich1 lb

Within reason, the more cells the better if looking to minimize esters. So if I were going to try to make a very clean Amber Ale with Lutra, I would make a starter.
 
I didn't make a starter when I did a Baltic Porter. No problem at all.
 
The only reason I made one was to save the overbuild for future brews!
That's what I did in my first run with lutra. Built a 2L starter, used 1500ml for 10gallon batch and then reserved 500ml for future use. The 10gallons took off and finished dry in 2-3 days at around 85F in my garage (pitched at 95F and airlock was bubbling in a few hours).
