As I am preparing my PG equipment I have other things ready to go. I think I'm going to to a steep. I was wondering... what happens to Oatmeal if it's not mashed, but steeped with the other specialty grains?

From my experience with oatmeal stouts which are my favorite, depending how you do it ,before i mash all my grains the oatmeal is mixed very well with the other grains. If you dont and just pour the oatmeal by itself in hot water you will instantly get oatmeal balls, which take time to break up and you lose tempeture.Yes I made oatmeal balls once!Shouldnt have no problem steeping.Just mix grains first!
