I have tried to find a clear answer online, but it seems there is no consensus on the issue. I am hoping to brew my first batch of beer tomorrow. The estimated OG is 1.095. I made a 1L starter using a Wyeast Scottish Ale smack pack. Will this be enough yeast or should I up the starter to 2L, and would that be enough?

I would bump it up to probably even a gallon starter, if you have the resources to do so. If not, definitely crank it up to a 2 L starter and decant (pitch only the slurry).

A beer that big is a tad aggressive for your first one. Make sure you let it ferment until it is finished by hydrometer readings and age for at least 4-6 months, if not longer.
