In the past I have always used spring water from a grocery store and added a tablespoon of pH stabilizer per 5 gallons. it always mixed in and did not seem to cause any problems. I am not sure if it was even necessary but I did it anyway.

I just bought a water filter to use directly from my faucet and filled up my kettle and added pH stabilizer. instead of mixing in, it made a white soupy (after coming to a boil) liquid that I decided to dump and not use. I did measure the pH of it and it was 7, but couldn't imagine using it in beer because of the color.

Any thoughts on why there is a difference? Do I need to do something to the filter before using it? I did taste and drink some water from it and it seemed to do the job of making my tap water drinkable.

Any thoughts / comments are appreciated.

don't use ph stabilizer. instead get a water report or analysis and make adjustments yourself.

Agreed with avoiding the pH stabilizer. Trash it. Getting your water tested is a good idea. If you are, however, going to buy your water from the store, buy RO water instead of the spring water. There are still unknown mineral contents in the spring water, where you can use the RO water as a blank slate and build whatever water profile you would like, with the assistance of the Water Primer on HBT, Bru'n Water (my choice), or Brewer's Friend website.
