I have been brewing for a little over a month now. On my second brew I made a pilsner. Now I have let it ferment for 3 days now and it has not started to emit CO2 the other one I brewed it has already started to release CO2 so I popped the top to see if I should be concerned and I have white foam head with yeast in it. Should I be concerned that bacteria is building up and it's a bad batch ?

Probably not. White foam is generally a sign of fermentation ( called the kraeusen ) but white fuzz would be a different story altogether :) this is foam, yes?

Yes it is foamy bubbles rising I just wasn't sure if I should be concerned that it's not bubbling out of my co2 emitter

Naw, you're good buddy. Some times the airlock just doesn't bubble much. Do you have a hydrometer yet? If so, you can take a gravity reading after a week or two and really see how fermented the wort is.
