Basic keg setup. Corny, 5 lb c02. picnic dispenser.
Got an IPA in there now.
In my back room, it's getting colder now so that room fluctuates from about 15-3 degrees C.
It's been at about 18 psi for just over a week.
Still flat.

Does this seem normal
 
Have you double checked for any leaks? Even though colder helps absorb the gas better, at 18psi for a week, you should definitely have carb'd to some degree.
 
Not normal. Did you make sure to seat the lid of the keg? Otherwise, co2 might all have leaked out. Did you check for leaks in the gas line? Leaks - same problem.

Either way, be prepared to have to refill the tank.

ive checked for leaks many times. I have no leaks that I can find.
 
Beer isn't going to force carb if it's warm. You should be carbing at or near serving temps. Gas will not dissolve into liquid hardly at all at 15C.
 
ha. i was just going to post something similar...should get a couple of volumes at 18 psi and 15 C.

You can also gently shake/roll the keg and see if you can hear the gas being absorbed (using the hissing regulator as a proxy).
