So I'm trying to figure out what it means by "2 weeks cold secondary"? Would this be 2 weeks at cold crash temps?

I think they mean lagering temperatures which would probably be cold crash temperatures. I think the difference between lagering and cold crashing is mostly the duration. You can cold crash for a couple days to help clarity or reduce yeast activity (in an ale), or you can let the yeast keep working at a slower pace by lagering for a couple weeks/months (lager and maybe kolsch)

Thanks Culbertron, after doing some additional research you're right. The cold secondary refers to lagering at 40-45°F, which seem to be the general consensus on themp range.
