QUESTION: What ratio do you use cup/liter in order to hit 1030 or higher...

Important lesson: Use a large pot for your starter or you will spend the next several minutes cleaning your stove/cursing.

I've read that if you can make a larger, lower gravity starter your yeast will be happier. But 1 oz DME/cup of water is not a bad place to start.
 
to hit 1.033, use 3 oz DME per L of water.
This is .6 cups, or a rounded 1/2 cup measure. No need to be super precise.
Nice little calc here to plug in numbers.
 
The rule of thumb is 10 to 1 ratio of water to DME. Add 1 gram of DME for every 10 milliliters of final volume. For example, if you're making a 2-liter starter, add water to 200 grams of DME until you have 2 liters total.
