My OG is too high

This is my second batch of a pumpkin ale, The first batch the OG was a little high 1.060, since I have brewed the first batch of pumpkin I have changed my mash tun, several steel braided hoses and a motor and mixer to stir by mash, I knew that my efficiency has increased but I didn't think it would this much, using the same ingredients as last time my OG ended up being 1.090, I have pitched the yeast but nothing has happened I suspect I am going to need to pitch more and it has been 48 hours since I brewed this, my question is can I cut this with water to decrease my OG? Should I do this now before I repitch, this is a 5 gallon batch, or can I wait, let it ferment and then cut it before I rack to a secondary? My idea OG would be around 1.050
 
You can cut it at any time to reduce gravity, but it is safest to discover it and fix it in the boil. This is why multiple checks of gravity are a good thing through out the boil. You probably don't have a refractomer, but if you get one you can quickly take checks every twenty minutes or so to see where the gravity is going to hit and make adjustments if needed. Two things I'll never brew without again are my pH meter and my refractometer. What was your gravity going into the kettle after the lauter was complete? How many pounds of, and what kinds of grain?

I don't have all the ingredients in front of me but I do know it started out with 8 pounds of two row, A mixture of four different brains equaling 1 pound, and 10 pounds of pure pumpkin that I roasted the oven, The last 20 minutes of boil I added a half cup of molasses and three quarters of a cup of brown sugar, The first time I did this my OG ended up being 1.060, this time the beginning of the boil before the molasses and brown sugar it was 1.050, starting boil was 6 1/2 gallons boiled down to five
 
8 pounds of two row, 1 pound of a mix of four different grains I don't have the recipe in front of me so I can't remember, 8 pounds of pure pumpkin I roasted and added to the mash, mashed for a total of 90 minutes, at the end of the boil I added three quarters of a cup of brown sugar and a half a cup of molasses, at the beginning of the boil my OG was 1.050, about 6 1/2 gallon boiled down to 5 gallons
