Mini-keg carbonation problems

I am having trouble with over carbonation in my mini-kegs. I have tried to lengthen my tubing on the tap system to no avail. If I use the built-in tap...still very foamy beer. I generally fill to 1 inch from the top.

I fill the mini-keg then my bottles...the bottled beers are fine...

Any suggestions?
 
Did you naturally carb the keg, or did you do forced? I guess either way, an option would be to release pressure from the keg, wait until it builds its pressure back up, and release pressure again. Repeat until beer has reached an acceptable carb level.
