March Pump and Bitter Orange Peel - Make a Tincture Instead?

I'm brewing a AHS Pumpkin Porter this weekend and there is a spice packet with bitter orange peel in the packet. The instructions call for adding the spice packet at 15 minutes left in the boil. My setup includes a keggle with a March Pump to draw the wort from the keggle into my carboy. My concern is not being able to suck up all that good stuff to put into the carboy. What I want to do is just rack the wort on top of the spice packet in the carboy. Should I do a tincture for the spice pack to eliminate chance for infection - and just rack the wort on top of the spice tincture? Will this change the flavor any noticeable way? And the important question - how much vodka should I use for the tincture? I've never made one before, just heard about them. Any other options are welcome!
