Quick question- is lowering the bitterness of a recipe as simple as reducing the amount of the first hop addition or is there more to it?

That will lower the bitterness but you also want to consider the ballance of hop bitterness to malt sweetness. You also have to look at what other hop additions are in the beer because these might also change the bitterness. A small adjustment might not be a big deal but a big change could radically alster the beer. Go ahead and make a change if you want this hobby is all about experimentation to make the beer you want to drink
 
Any lowering of hops between 60-10 min will lower bitterness but lowering the 60 min will more significanly lower them as would 30 min compared to ten- the more longer you boil hops = more bitterness.If thats what you are asking.Generally the last 20 min are for flavoring/aroma and not much bitterness.Depending how much you use i guess.
