So I'm suppose to have a 1.046 and I came out with 36 that means I have to much water right? And that the abv will be lower?
 
Depends on what your recipe is. If it's an extract recipe then yes I would say it is diluted...too much water. If this is an all grain batch then it's possible your mash didn't convert all the starches to sugars (missed temps?). Hard to say with the info you've provided.

As to the second question, yes, lower gravity means lower ABV.
 
It all depends on what your post boil volume is supposed to be. If you were planning on having a 5 gallon post boil volume and thats what you have then it is probably due to grain efficiency. in other words, your not extracting as much sugar from the grain as you can. this is usually due to a bad crush. Many LHBS have their mills set to a horrible crush so you end having to buy more grain to hit the gravity's you want. Now that being said, If your post boil wort volume is higher tan it is supposed to be, then yes you have too much water and should have boiled a little longer. That would have bumped up you gravity a bit more. As far as your ABV goes, you will probably have a lower abv as long as you mashed at your target temp.
 
Ok so ya the Temps were off by 3 degrees hi for mash in and my mash out was 10 degrees low and it was a 5 gallon bavarian-hefeweizen all grain sorry for the lack of info
 
Dang ok well ya I ended up with 6 gallons at the end of my 60 min boil and I only used 5 gallons of it since that's all I could fit in to leave a desent head space. Well all in all is my beer going to be ruined?
 
So boiling longer to achieve my correct volume won't hurt any thing like give off flavors or anything?
 
if you boiled longer, it would have been more bitter from your 60 minute hops addition

Yes, but not appreciably. There isn't a huge gain in IBUs from a 90 minute boil vs a 60 minute boil.

Throwing away a gallon of wort is what made you miss your projected OG, but the beer should still turn out great, just with a lower ABV.
